HOW TO RIG A GOVERNMENT SHUTDOWN

Carefully read Section 2 of the Continuing Resolution (H.J. Res. 59) of the House. A deliberate rigging of the rules to keep from re opening the government is facilitated by allowing ONLY the Majority Leader or his designee to offer any motion to vote on the "clean CR"
The Majority Leader is of course the Republican Eric Cantor.

RESOLUTION
Relating to consideration of the joint resolution (H.J. Res. 59) making continuing appropriations for fiscal year 2014, and for other purposes.

1. 1  Resolved, That the House hereby (1) takes from the
2. 2  Speaker’s table the joint resolution (H.J. Res. 59) making
3. 3  continuing appropriations for fiscal year 2014, and for
4. 4  other purposes, with the House amendment to the Senate
5. 5  amendment thereto, (2) insists on its amendment, and (3)
6. 6  requests a conference with the Senate thereon.
   
    SEC. 2. Any motion pursuant to clause 4 of rule XXII
   
   relating to House Joint Resolution 59 may be offered only by the Majority Leader or his designee.
